The AIFC Authority is seeking an experienced and visionary Project Portfolio Manager to lead and supervise strategic initiatives across green finance, sustainable economy, conventional finance, and emerging carbon markets. This role requires a strong background in finance, product development, policy supervision, and stakeholder engagement.

Key responsibilities:

  • Oversee the preparation and development of strategic documents and policies related to green finance, sustainable economy, industry development, and financial services.

  • Lead the enhancement and development of financial products for AIFC participants in conventional finance. Support front-office teams with subject matter expertise, client presentations, and product updates.

  • Supervise AIFC-related transaction support services in key offshore investment sectors. Review deal-oriented reports and provide guidance on structuring options, legal, regulatory, and tax issues.

  • Lead the research and concept development for a carbon trading platform. Coordinate with government bodies, stakeholders, and market participants to facilitate the establishment of a carbon market within AIFC.

  • Manage the implementation and supervision of carbon trading and other related platforms under AIFC's remit.

  • Represent AIFC in negotiations and maintain strong communication with local and international stakeholders related to portfolio activities.

  • Act as AIFC’s representative in state bodies, multi-agency committees, and other forums on relevant matters.

Qualifications & requirements:

  • Bachelor’s or Master’s degree in Finance, Economics, Business Administration, or related field.

  • Minimum 6–10 years of relevant experience in finance, investment, or portfolio management.

  • Proven track record in developing financial products and strategic policies.

  • Strong understanding of carbon markets and sustainable finance.

  • Excellent leadership, communication, and stakeholder engagement skills.

  • Fluency in English is required; knowledge of Russian/Kazakh is a plus.
