Job purpose:

Manage the procurement process for Abu-Dhabi Plaza Assets in Astana, Kazakhstan, operational requirement, including works and services for corporate, maintenance and Fit-out, FF and E, IT supplies, furniture and etc.

Responsibilities:

  • Set in place the procurement process to be aligned with HQ guidelines and DOA.
  • Manage Abu-Dhabi Plaza procurement process and liaise between external vendors and internal Departments.
  • Oversee the Procurement for Abu-Dhabi Plaza operational requirements including but not limited to Fit-Out Delivery, Facility Management, Transportation, Outsourced Staff, Catering, Furniture, etc.
  • Maintain and update preferred vendor in coordination with respective department.
  • Review users RFP/PR documents as per the process and DOA.
  • Conduct commercial review (scoping and technical review are performed by Dept.)
  • Analyzing techno-commercial proposals.
  • Submit recommendation for line manager and related parties for approval.
  • Oversee the provision of services/ receipt of products.
  • Coordinate efforts with the finance director and other departments on invoice payments.
  • Prepare the contracts needed and administer them during execution.
  • Review recommendation on supplier and cost submitted by buyers within DOA.
  • Maintain suppliers directory and performance review.
  • Ensure budget availability and timely delivery of critical items/services.
  • Ensure and participate with user in the technical analysis.
  • Work closely with Cost Controller of Fit-Out Department
  • Adapt the related guidelines and procedures to be effective and clear, transparent to the Management’s control

Requirements:

  • RELATED YEARS OF EXPERIENCE

    Min of: 10+ years of experience

    FIELD OF EXPERIENCE

    •Previous experience in construction, real estate, retail or mixed used asset.

  • TECHNICAL AND INTERPERSONAL SKILLS

    •Excellent negotiation skills

    •Strong conflict resolution and communication management skills

    •Great understanding of policies, procedures and work methods

    •Demonstrated skills in building and maintaining strong relationships with internal and external stakeholders

    •Knowledge of modern purchasing methods, procedures and practices.

    •Working experience in ERP environment, preferably using purchasing module in Oracle

•Knowledge of purchasing / procurement concepts, processes, activities and trends.

•Knowledge of English language in advanced level is a must

QUALIFICATION

Bachelors degree in accounting/economics or finance.

Certificate from International Accredited Organizations is an advantage
