The AC function is an important position in the ISTC system for development, performance end implementation of financial operations of the Center.
Under guidelines of ISTC Chief Financial Officer (CFO) he/she is responsible for supporting and participating in all official steps required by the Center’s procedures and RK procedure to set up and implement ISTC financial operations in the Republic of Kazakhstan.
The AC reports to the CFO of ISTC.
Tasks
The AC has to perform the following tasks:
- Support the financial operations of ISTC related to programs and projects including accounting, auditing and budgeting functions
- Create and process bank transactions, work closely with ISTC’s banks in Kazakhstan and CIS countries, related to:
- Grants, travel requests, treasury & cash transactions
- Supplementary budgets
- Administrative & operating expenses
- Account receivables/payables
- Various reconciliations.
- Prepare the financial reporting on a monthly/quarterly/ annual basis in accordance with the ISTC’s internal policies and procedures and international accounting standards
- Performs other duties as assigned by the CFO
Authority
The AC works under the authority of the Chief Financial Officer.
Qualifications
The AC needs to have a higher education in finances/ economics and needs to have a work experience of more than three years in the area of finance or accounting. Supplemental education or training in accounting, procurement, legislation, etc. is highly appreciated. Experience in project management and work with ISTC or other similar international organization is an asset.
The AC needs to have a good knowledge of local Kazakh accounting system rules and regulations.
The AC needs to be detail-oriented and well organized and has an ability to carry out multiple tasks. Be a self-learner and be able to work independently. The AC will work mainly in Central Asia. He/she will need to have good communication skills, be a good team-player in a busy environment.
Fluent English and knowledge of Russian are prerequisites. The knowledge of the Kazakh language is an asset.
Advanced computer/ office skills (Word, Excel, Power Point, other) are needed for this position.
Practical knowledge of Navision accounting programs is preferred but not required.
Other requirements
The AC must be ready to travel inside the CIS and in particular in Central Asia and occasionally in the Caucasus.
