Responsibilities:
  • Manager performs the following duties and responsibilities:
  • reviews the requests for the purchase of goods, works, and services and other procurement documents within their competence;
  • ensures procurement and purchase of goods, works, and services, applying the Procurement Rules, as well as by requesting price offers and from one source based on the results of the request for price offers;
  • timely fills in the register of purchases of goods, works and services, as well as maintains and fills in other registers of Schools related to purchases, within their competence;
  • ensures procurement and purchase of goods, works, services in a simple written form of a transaction, without concluding a contract;
  • approves draft decisions, protocols, and procurement contracts;
  • submits payment documents to the University's structural division responsible for payment operations, accounting and tax accounting, for making the necessary payments;
  • conducts negotiations with contractors on the terms of contracts, signing and timely execution of procurement contracts;
  • advises procurement initiators on procurement procedures and contract terms;
  • provides information to the General Manager for generating reports on purchases of goods, works, and services;
  • participates in the processes of identification, evaluation, management, monitoring of risks within the framework of supervised direction;
  • timely and properly executes the tasks of the line manager and the University`s management;
  • observes the requirements of the legislation of the Republic of Kazakhstan and the Employer`s internal documents;
  • is responsible for exercising the labor and performance discipline;
  • is responsible for ensuring the integrity of official documents, and prevention of the disclosure or leakage of confidential and business information, as well as information of restricted access by the legislation, Charter, and, internal documents of the Employer;
  • in case of dismissal, is responsible for the timely transfer of all paper documentation, digital information, and inventory to another employee as instructed by the line manager (to be certified by the act of acceptance-transfer).
Requirements:
  • Education:

    Higher-professional, preferable from the higher education institutions with the English language of instruction

    Priority areas of specialization are:

    - supply chain, logistics, and purchasing management;

    - jurisprudence;

    - economy

    Work experience:

    Three years minimum. Minimum one year with a master`s degree in the relevant area

    Knowledge:

    - Knowledge of the legislation of the Republic of Kazakhstan in the field of procurement, as well as civil, administrative, and the basics of tax legislation;

    - knowledge of internal regulations governing procurement procedures, conclusion and execution (administration) of contracts at the University;

    - experience in working with an electronic trading platform and/or public procurement portal;

    - knowledge of MS Office, Excel, and PowerPoint;

    - fluent in Kazakh, Russian, and English

    Skills:

    - Skills in developing procurement documentation including technical specifications;

    - skills in conducting procedures for selecting a supplier, except for a tender;

    - skills in drafting contracts in the field of procurement;

    - procurement contract administration skills
